Transfer pay payee updateAccount fee

Payer can pay some token to payee for the first updateAccount fee when transfer, include erc20 transfer and nft transfer.

Set payPayeeUpdateAccount as true in erc20 transfer and nft transfer can pay payee updateAccount fee.

1 Check whether can pay payee updateAccount fee

Get the payee account info via api/v3/account, if response is account not found, or nonce is 0 and tags not contains "FirstUpdateAccountPaid", payer can pay the updateAccountFee
